區塊鏈與人工智慧、物聯網等並列為當前最重要新科技，由台大、政大等15所大學組成的台灣區塊鏈大學聯盟今舉行記者會宣布成立。聯盟表示，八年級年輕人是區塊鏈發展主力，聯盟目標為扎根區塊鏈研究，培育區塊鏈人才。台北市長柯文哲表示，區塊鏈大學聯盟將助於產、官、學合作，而區塊鏈具備開放、獨立、去中心化、可追溯特性，且能應用於金融、醫療、電商購買熱賣商品和物流領域。台灣天然資源缺乏，創業是重要比價撿便宜出路。台灣應是規定不可以做的以外都先做，其他再慢慢修正。. } }); } 行政院前院長張善政表示，他日前提出的數位國家公投連署，就能結合區塊鏈技術，未來供中選會運用。他說，今天是台灣區塊鏈發展的里程碑，因為學校動起來，發展一定不可限量。宣布參選2020總統的張善政說，美國商會的數位白皮書近日增加新的一章「數位經濟」，訴求包括數位經濟委員會、設數位長，與他提出的數位國家公投不謀而合，友人還對他表示「像是在幫你助選」。國家發展委員會副主委鄭貞茂表示，大家熟知區塊鏈應用於金融領域，但國發會更看重區塊鏈應用至醫療、農業產業，促成機制的安全性，今年7月國發會也將成立「台灣區塊鏈大聯盟」。提議組台灣區塊鏈大學聯盟的台灣大學資訊工程系教授薛智文說，區塊鏈是第一個透過機器帶來信任的科技技術，但基本技術沒做好，才導致目前亂象。ABA亞洲區塊鏈加速器執行長潘奕彰表示，台灣在區塊鏈的上鏈最缺人才，人才培育要從大學開始。台灣大學區塊鏈研究社社長彭少甫表示，聯盟希望傳遞區塊鏈的正確知識、檢討錯誤訊息，區塊鏈不該只有工程師，而應挹注更多產品、社群、行銷、法務、財務人才投入產業，吸引更多學生參與。彭少甫說，台大致力解決效能、安全性、去中心化問題，政大是以太坊研究重鎮，清大創立台灣第一個區塊鏈法律研究中心，成大擁有南台灣第一間銷售排行榜網路熱銷商品區塊鏈分散式帳本實驗室。台師大與彰師大合作，將成立第一個基礎區塊鏈高中教室，各校都有特色與強項。政治大學區塊鏈研究社創社長杜若宇表示，台灣區塊鏈產業求才若渴，區塊鏈大學聯盟將開設入門課程，與企業合作進行人才媒合。由台大、政大等15所大學組成的台灣限定產品熱門產品區塊鏈大學聯盟舉行記者會宣布成立。記者潘乃欣／攝影 分享 facebook
因應熱帶低氣壓 賴：二級開設應變
【台灣醒報記者譚有勝台北報導】熱帶低氣壓恐來襲！行政院長賴清德9日表示，目前東南部外海也有低氣壓，未來1天內低氣壓將持續增強，並成為熱帶性低氣壓，有發展成輕度颱風的機率。中央已將災害應變中心二級開設，嚴加防範可能造成的災情衝擊。北部地區要慎防劇烈強降雨、陣風、電擊現象，低漥地區慎防淹水，山區請慎防坍方、落石、土石流，南部地區也要做好防範準備。
賴清德9日表示，8日、9日氣候狀況不穩定，氣象局持續對北部和東部發布豪大雨特報，目前東南部外海也有低氣壓，未來12至24 小時，低氣壓中心有近似滯留且強度增強的趨勢，有可能於9日晚間增強為熱帶性低氣壓，並成為輕度颱風的機率，目前熱帶低壓的動態仍有不確定性，氣象局正特別注意其未來動向。
賴院長提醒，國人要特別留意天候變化，北部地區要慎防劇烈強降雨、陣風、電擊現象，低漥地區慎防淹水，山區請慎防坍方、落石、土石流，南部地區也要做好防範準備。賴清德也說，中央災害應變中心已在今日1500二級開設，後續也請各地方政府嚴加防範可能造成的影響，並請外出的民眾注意自身的安全。
水利署表示，目前政府已完成全臺大型移動式抽水機1,149部整備(預佈1,084部，地方自有803部、水利署調用281部)，係由地方政府使用管理。另外，調度支援地方政府16部(基隆市3部、新北市1部、宜蘭縣4部、花蓮縣2部、臺南市2部、屏東縣4部)。縣市政府應疏通排水溝、下水道，並準備沙包因應，也請民眾注意氣象局預報及水利署淹水警戒。
中央氣象局9日指出，對流雲系發展旺盛，今日新北市、基隆市地區及臺北市山區有局部大豪雨或超大豪雨，臺北市地區有局部豪雨或大豪雨發生的機率，宜蘭地區有局部大雨或豪雨發生的機率，桃園、花蓮、臺東（含蘭嶼、綠島）地區及恆春半島有局部大雨發生的機率。
